The country has one of the world's highest birth rates. Some are keen to have children to replace the family members lost during the 1994 genocide.
The government is holding discussions with church leaders - hoping to win their support for population control.

Catholic church leaders are not expected to oppose the plan, the Times reports. According to the Times, the church has avoided politics because some priests, nuns and lay workers took part in the 1994 genocide, which weakened the church's "moral authority." Officials designing the population control program say they would like their plan to become a model for other African countries.

They also say they have begun consulting specialists from the U.S. and other countries to fund the project in its entirety. The U.S. government is currently helping to finance the program, the Times reports (Kinzer, New York Times, 2/11).

SALT LAKE CITY - A historic mall’s winding hallways became a shooting gallery for an 18-year-old gunman in a trench coat who fired a shotgun randomly at customers, killing five and wounding four before being killed by police, authorities and witnesses said.

CLEVELAND - LeBron James finally doesn’t have to do it all — all the time — for the Cavaliers.

James deferred to less-heralded teammate Sasha Pavlovic, who scored 13 of his 21 points in the fourth quarter, and Cleveland clamped down on Kobe Bryant when it mattered most in a 99-90 win over the Los Angeles Lakers on Sunday.

James had 18 points, eight rebounds and five assists, but he bowed to Pavlovic and others down the stretch, and Cleveland’s supporting cast came through.

“I feel like a prophet,” said James, who has been praising Pavlovic for weeks. “People were looking at me crazy. I’ve always said that if Sasha gets the opportunity, he is going to be very good. We go against each other in practice and I know what type of player he is. “He’s showing it.”

Texas governor orders STD vaccine for all girls

Decision comes after maker of cervical cancer shot doubled lobbying efforts

AUSTIN, Texas - Bypassing the Legislature altogether, Republican Gov. Rick Perry issued an order Friday making Texas the first state to require that schoolgirls get vaccinated against the sexually transmitted virus that causes cervical cancer.

By employing an executive order, Perry sidestepped opposition in the Legislature from conservatives and parents’ rights groups who fear such a requirement would condone premarital sex and interfere with the way Texans raise their children.

Beginning in September 2008, girls entering the sixth grade — meaning, generally, girls ages 11 and 12 — will have to receive Gardasil, Merck & Co.’s new vaccine against strains of the human papillomavirus, or HPV.

Perry also directed state health authorities to make the vaccine available free to girls 9 to 18 who are uninsured or whose insurance does not cover vaccines. In addition, he ordered that Medicaid offer Gardasil to women ages 19 to 21. See: Texas orders STD vaccine for all girls

Study: More kids exposed to online porn

42 percent of Internet users ages 10 to 14 have viewed sexual images

CHICAGO - More children and teens are being exposed to online pornography, mostly by accidentally viewing sexually explicit Web sites while surfing the Internet, researchers say.

Forty-two percent of Internet users aged 10 to 17 surveyed said they had seen online pornography in the past year. Of those, 66 percent said they did not want to view the images and had not sought them out, University of New Hampshire researchers found. Their conclusions appear in February’s Pediatrics, due out Monday.

“It’s beyond the wild West out there. You’ve really taken away the age of innocence,” said Dr. Michael Wasserman, a pediatrician with the Ochsner Clinic in Metairie, La., who was not involved in the study. In the survey, most kids who reported unwanted exposure were aged 13 to 17. Still, sizable numbers of 10- and 11-year-olds also had unwanted exposure — 17 percent of boys and 16 percent of girls that age. More than one-third of 16- and 17-year-old boys surveyed said they had intentionally visited X-rated sites in the past year.

Online use that put kids at the highest risk for unwanted exposure to pornography was using file-sharing programs to download images. However, they also stumbled onto X-rated images through other “normal” Internet use, the researchers said, including talking online with friends, visiting chat rooms and playing games. Subzero temperatures grip Upper Midwest

MINNEAPOLIS - A bone-chilling arctic cold wave with temperatures as low as 42 below zero shut down schools for thousands of youngsters Monday, halted some Amtrak service and put car batteries on the disabled list from the northern Plains across the Great Lakes.

The cold was accompanied by snow that was measured in feet in parts of upstate New York. “Anybody in their right mind wouldn’t want to be out in weather like this,” Lawrence Wiley, 57, said at the Drop Inn Center homeless shelter where he has been living in Cincinnati. KNN-WHEN DID THE SCHOOL IN CHICAGO START?

A Tsitriyah-Two Dimensions Home School is a vision of Sar Aytahniel. The school began on September 11th, 2006. A new beginning for our KOY youth, on a day that is remembered for the pain and suffering of those families who lost loved ones on 9/11.

KNN-HOW MANY STUDENTS DO YOU HAVE?

A. Tsitriyah-We presently have 16 students. Four, PreK students taught by Morah Ahniyah. One, Kindergarten student taught by Morah Yahfah. Three, 1st grade students taught by Moreh Yosheyahu. Four, 4th grade students, one, 5th grade student and three, 7th grade students taught by myself, Morah Tsitriyah.

KNN-WHAT IS THEIR TYPICAL DAY/WEEK LIKE?

A. Tsitriyah-Our day begins, Raising the Ark, the Nation Song and with the Prayer of Dedication and Blessing. My 4th grade students learn Math daily from Moreh Ammihud and the 7th grade students learn math from his Isha Morah Baht Aylah. Music on Shle-She by Moreh Daveed and African/Hebrew-Israelite History on She-Shee by Dr. AviMalech. The yellodim will resume swimming once a week at the neighborhood community center. Hebrew has been taught by Morah Tyryeyah and Moreh Yohanathan. While I, teach my students Language Arts, Spelling, Reading, Social Studies, Science and Art.

Nutritional, divine lunches are prepared on the premises by the Two Dimensions Ehmote. After lunch students and Moreh Yosheyahu engage in outdoor recreation (weather permitting), or classroom trivia based on the subjects taught or board games.

KNN-WHAT HAS BEEN THE BENEFIT OF TEACHING OUR OWN CHILDREN?

A. Tsitriyah-The benefit of teaching our children is that it allows us to focus on each childs' individual needs. Most of our yellodim need to heal before we can teach them. Teaching Kingdom of Yah students allows us to teach truth. Our students learn that fruits, herbs and vegetables where ordered to nourish us by Yah in Genesis 1:29.

When I accepted the offer to start the homeschool I thought it would be easier because I would be dealing with Kingdom Yellodim. Although this is a rewarding experience to dedicate ourselves to the education of Kingdom Yellodim, it is impossible to succeed without total parental support and involvement. Our school, Two Dimensions is appearing to be a catalyst for the healing process through positive parental interaction.

Food or lewd? Breast-feeding reveals divide. Why we get so worked up about how women feed their babies

Julie Wheelan was confronted by a Rhode Island shopping mall security guard. A restaurant assistant manager in Las Vegas criticized Emilee Holt. And a lifeguard at a public pool in Washington state ordered Laurie Waldherr away from the water. Their offense? Breast-feeding in public. It seems that no matter how many protests breast-feeding moms stage in support of their rights, there’s always another confrontation right around the corner.

Even though health authorities have said for decades that breast is best for baby, American attitudes about nursing are still heatedly divided....The American Academy of Pediatrics recommends that babies be exclusively breast-fed (with no added water, juice or other foods) for the first six months of life. It supports breast-feeding for the first year and beyond as long as mother and child are willing. But in 2005, only 21 states achieved the national Healthy People goal for 75 percent of mothers to begin breast-feeding at birth, according to CDC data. See complete article: Mother of a debate

The Keys to Wellness, Wealth and Longevity

In addition to the mental and emotional benefits of growing and eating organic food, there are also the physical benefits. These physical benefits can be boiled down to nutrients present in organic foods that are not in commercial foods and toxins not in organic foods that are present in commercial foods. An article in the Journal of Applied Nutrition gave credence to the notion that organic foods have higher nutrient levels that non-organic food. In this study the mineral content of organic apples, pears, potatoes, wheat, and sweet corn were compared to commercial varieties. Overall the organic foods showed much higher levels of nutrient minerals and much lower levels of heavy metals.

Here are a few of the nutrients that were found in higher levels in the organic foods:

* Chromium is a micronutrient that is low in Western diets. Its deficiency is associated with the onset of adult diabetes and atherosclerosis (hardening of the arteries). Chromium was found to behigher in organic foods by an average of 78%.

* Selenium is one of the antioxidant nutrients that protects us from damage by environmental chemicals. It is protective against cancers and heart disease. It was found to be an average of 390% higher in organic foods.

* Calcium, needed for strong bones, averaged 63% higher in organics.

* Boron, which has been shown to help prevent osteoporosis (along with calcium), averaged 70% more.

* Lithium, which is used to treat certain types of depression, was 188% higher.

* Magnesium, which reduces mortality from heart attacks, keeps muscles from spasming, and eases the symptoms of PMS, averaged 138% more.

In short, many of the minerals that we most often are deficient in are found in much higher levels in organic foods. Do we see the correlation here?

Other studies have looked at vitamin levels of food plants treated with certain pesticides. They showed that application of some pesticides would significantly lower the vitamin levels in the plants they were applied to. This is different than the notion that plants raised with chemicals are low in nutrients because the soil is depleted. This shows that chemicals actually reduce the amount of nutrients in plants after application. The nutrients most often affected are vitamin C, beta carotene, and the B vitamins. These nutrients are vitally necessary for the body to withstand the onslaught of chemical toxins. Vitamin C has been well documented by two-time Nobel laureate Linus Pauling to prevent and treat cancers. Beta carotene has been shown to be astimulant of the immune system, and is sometimes able to prevent lung cancer.

When they studied organic food for mineral levels, the researchers also looked for the amount of the heavy metals aluminum, cadmium, lead and mercury. Aluminum has been implicated for years in the development ofAlzheimer's disease. It's content in organic food averaged 40% less that in commercial foods. Lead toxicity, which has been in the news a lot lately, can adversely affect our children's' IQ. It averaged 29% lower in organic foods. Mercury, which can cause neurologic damage, averaged 25% lower in organic foods.

Besides the lower levels of heavy metals, there are the chemical residues themselves. The big question is whether or not the accumulation of pesticide residues in non-organic foods is a real health concern or not. According to an ongoing EPA study of fat samples taken from surgeries and autopsies across the country, we are all loaded with chemical residues. Similar studies done on other countries all show the same results.

The clearest studies that we have about pesticide residues and disease are those looking at breast cancer. In the last few years there have been a series of studies, each building upon the other, looking at the level of DDT, DDE, and PCB in men and women. They have very clearly shown that chemical residues in the serum and fat cells greatly increase the risk of breast and prostate cancer. Since these cancers are major killers in this country, it is reasonable to say that avoidance of pesticide residues in food (the only known route of exposure to DDT in this country, since we no longer use it to spray for mosquitoes) could save numerous lives and reduce our health care cost dramatically. Let’s not even go into the impact that Genetically Modified Foods are having on our health.

Tests of a controversial weapon that is designed to heat people's skin with a microwave beam have shown that it can disperse crowds. But critics are not convinced the system is safe.

Last week, the Air Force Research Laboratory (AFRL) in New Mexico finished testing the system on human volunteers. The Air Force now wants to use this Active Denial Technology (ADT), which it says is non-lethal, for peacekeeping or riot control at "relatively long range" - possibly from low-flying aircraft. ADT uses a 2-metre dish to create a narrow beam of microwaves that can be scanned across a crowd or even aimed at individuals. AFRL is using infrared photography to analyse the heating effect on the volunteers' bodies.

AFRL says that the 3-millimetre wavelength radiation penetrates only 0.3 millimetres into the skin, rapidly heating the surface above the 45 °C pain threshold. At 50 °C, they say the pain reflex makes people pull away automatically in less than a second - it's said to feel like fleetingly touching a hot light bulb. Someone would have to stay in the beam for 250 seconds before it burnt the skin, the lab says, giving "ample margin between intolerable pain and causing a burn".

But critics question the AFRL's claims that the weapon's undisclosed exposure levels are safe. John Pike of think tank Globalsecurity.org fears that the beam power needed to scare people may be too close to the level that would injure them. Air Force scientists helped set the present skin safety threshold of 10 milliwatts per square centimetre in the early 1990s, when little data was available, says Louis Slesin, editor of Microwave News.

That limit covers exposure to steady fields for several minutes to an hour - but heating a layer of skin 0.3 mm thick to 50 °C in just one second requires much higher power and may pose risks to the cornea, which is more sensitive than skin. A study published last year in the journal Health Physics showed that exposure to 2 watts per square centimetre for three seconds could damage the corneas of rhesus monkeys. Generation Y's goal? Wealth and fame

Ask young people about their generation's top life goals and the answer is clear and resounding: They want to be rich and famous.

"When you open a celebrity magazine, it's all about the money and being rich and famous," says 22-year-old Cameron Johnson of Blacksburg, Va. "The TV shows we watch — anything from The Apprentice where the intro to the show is the 'money song' — to Us Weekly magazine where you see all the celebrities and their $6 million homes. We see reality TV shows with Jessica and Nick living the life. We see Britney and Paris. The people we relate to outside our friends are those people."

Eighty-one percent of 18- to 25-year-olds surveyed in a Pew Research Center poll released today said getting rich is their generation's most important or second-most-important life goal; 51% said the same about being famous.

In an annual survey of college freshmen by the Higher Education Research Institute at the University of California-Los Angeles, 2005 data show that money is much more on their minds than in the past. The percentage who say it is "essential" or "very important" to be "very well off financially" grew from 41.9% in 1967 to 74.5% in 2005; "developing a meaningful philosophy of life" dropped in importance from 85.8% in 1967 to 45% in 2005.

Majority of US women living without spouse

For the first time, a majority of American women are living without a spouse, media reported.

The New York Times, which based its report on an analysis of census results, said 51 percent of women in 2005 reported living without a spouse, up from 35 percent in 1950 and 49 percent in 2000.

"Coupled with the fact that in 2005 married couples became a minority of all American households for the first time, the trend could ultimately shape social and workplace policies, including the ways government and employers distribute benefits," the newspaper said.

It said that several factors are behind the shift including women marrying at a later age and living with partners for more often and for longer periods. Women are also living longer as widows and once divorced, often opt to stay single, the report said.

According to the Census figures, only about 30 percent of black women are living with a spouse, compared with 49 percent of Hispanic women, 55 percent of non-Hispanic white women and more than 60 percent of Asian women. Thompson Stops Frazier!

Anthony "The Messenger" Thompson (23-1, 17 KOs) continued to put the junior middleweight division on notice with an impressive sixth round stoppage of Robert "Pushup" Frazier (31-8-4, 15 KOs).

Thompson, of North Philadelphia, entered the ring to the rhythmic sound of drums and went to work right in the first round with nice movement behind a stiff jab that allowed him to throw a few hooks to the body, followed by rights up top. Frazier returned fire with several lighter flurries.

Thompson finally put Frazier to the canvas in round six with a right hook, left combination just above the beltline. Frazier was able to get to his feet by the count of eight but was withering quickly. Thompson continued the assault with a steady dose of combinations as Frazier could only hold on until the bell sounded to end round six. Frazier's corner had seen enough and called a halt to the bout to prevent further damage.

Thompson gave warning to the champions in the division. “Whoever you (the fans) think I should fight, I will fight. It is not about can I fight. It is about whom I fight. I don't care who it is, whether it's Shane (Mosley) or Oscar (De La Hoya). I am training right and they are going to have problems. I can guarantee it!”

FDA approves the use of cloned animals to make food.

Last week, the Food and Drug Administration tentatively approved the use of cloned animals to make food. Natural reproduction is giving way to artificial reproduction. And with the new era comes a new question: Which came first, the steer or the steak?

The draft risk assessment finds that meat and milk from clones of adult cattle, pigs and goats, and their offspring, are as safe to eat as food from conventionally bred animals... "Based on FDA's analysis of hundreds of peer-reviewed publications and other studies on the health and food composition of clones and their offspring, the draft risk assessment has determined that meat and milk from clones and their offspring are as safe as food we eat every day," said Stephen F. Sundlof, D.V.M., Ph.D., director of FDA's Center for Veterinary Medicine. "Cloning poses no unique risks to animal health when compared to other assisted reproductive technologies currently in use in U.S. agriculture."
